Officer’s Report

1.0 Description - 1.1 The proposed application (21/01108/B) for the demolition of existing detached house and the building of a replacement detached dwelling was approved on 29th March 2023 subject to 14 conditions some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition 6 which the applicants are seeking to discharge. - 1.3 Specific wording of condition 6 is as follows:

"Prior to the erection of the new dwelling, a swallow mitigation plan shall be provided to and approved in writing by the Department. The plan should include details of swallow cups to be erected on the site / building(s). Details should include the numbers to be installed, their location, type and timescales for their installation.

REASON: To ensure suitable nesting habitats for migrating swallows."

2.0 Proposal - 2.1 The applicant's agent have now submitted a Swallow Mitigation page from the Acer Ecology website which includes information on Swallow Nest Site Mitigation methods as well as box design the client intends to adopt. Also submitted in their application is a description of where they intended to install two enclosed boxes, on the North Elevation and their intended timeframe for boxes to be installed.

- 3.0 CONSULTATION

• 3.1DEFA Ecosystem Policy Officer consulted for advice on the satisfaction of condition. The advice received 10/05/23 after their review of the submitted documents concludes that they are pleased to confirm that the information satisfies the relevant clauses.
• 4.0 Recommendation

4.1 In this instance the submitted webpage and application, after consultation with the Ecosystem Policy Officer, who is happy with the level of detail provided, it is deemed sufficient to achieve the desired outcome as recommended by the case officer and would be satisfactory to discharge the planning condition 6 of application 22/00/827/B.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
