Officer's Report
Introduction
This application seeks permission for the installation of a replacement front door in a property in a Conservation Area. The application is considered to be acceptable and is in accordance with the relevant policies of the Isle of Man Strategic Plan.
The Site
The application site is the curtilage of 5 Market Place, Peel which is a two storey property which adjoins 6 Market Place, on the other side there is a single storey structure which links the application site to number 2.
The property is part of a traditional terrace which is situated to the western side of the highway. The property does not have the original windows, these have been replaced with uPVC sliding sash. The existing front door is fairly traditional; it has four panels and is constructed of timber but has deteriorated and is in fairly poor condition.
The Rpoposal
The application seeks approval for the installation of a replacement front door which would be constructed of uPVC it would have four panels and would be finished in a coloured uPVC.
Planning History
There was a change of use application in 1999 from dwelling to office accommodation, this application was permitted. In 2010 there was an application for the installation of replacement windows this application was approved.
Development Plan Policies
The application site is in an area zoned as "Mixed Use" identified on the Peel Local Plan 1989. It is also in the Peel Conservation Area. It is appropriate to consider Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).

Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.

CONSULTATIONS
Peel Commissioners recommend that the application be approved.
ASSESSMENT
The main issue to consider in the assessment of the application is whether the proposed door would preserve or enhance the character and appearance of the Conservation Area.
The existing door is of a traditional design and is constructed of timber. The existing door has deteriorated and is in a very poor condition.
The replacement door would be of a similar design as the existing but would be constructed of uPVC. Given that the door would have similar detailing to the existing it is considered that the proposed development would preserve the design of the door therefore preserving the character and appearance of the Conservation Area.
Whilst the replacement door would not be constructed of timber it is considered that there is sufficient detailing on the proposed replacement door.
The Conservation Officer is satisfied that the replacement door preserves the character and appearance of the property which contributes to the character and appearance of the Conservation Area.
For the above reasons the application is considered to be acceptable and is recommended for approval.
PARTY STATUS
The local authority, Peel Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of a replacement front door as shown in Location Plan received 19th April 2012 and Drawing 1 received 4th July 2012.
