The Application Site
The application site comprises the residential curtilage of a detached dwelling located within Maughold Village. The dwelling contained within the application site is a barn that was converted to residential use in the 1990's
The Proposal
The proposal comprises the installation of four rooflights within the dwelling. The proposed rooflights are Lumen Conservation Range rooflights, each measuring 1231mm x 850mm.
Planning History
Whilst the application site has been the subject of previous planning applications it is considered that none of these is specifically material to the assessment of this current planning application.
Planning Policy
In terms of land use designation the application site is not designated for any site specific purpose but is located within a wider area of land that is classified as being of high landscape or coastal value and scenic significance under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982. The application site is located within Maughold Conservation Area.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains two policies that are considered specifically material to the assessment of this current planning application:
Housing Policy 15 states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

Environment Policy 35 states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
REPRESENTATIONS
Maughold Parish Commissioners have no objections to the planning application.
ASSESSMENT
The extent of development proposed by the planning application is considered to be modest and unobjectionable. The proposed rooflights are of an appropriate style for the type of building concerned and the impact on the setting of the Conservation Area is acceptable. The proposal does not affect any other obvious material planning consideration.
RECOMMENDATION
It is recommended that the planning application be approved.
