Reason: To comply with paragraph 2(2)(a) of schedule 3 of the Town and Country Planning Act 1999 and to avoid the accumulation of unimplemented registered building consents.
This application has been recommended for approval for the following reason.
The proposals are considered necessary to preserve the registered building and prevent further harm to it. They are therefore considered to be in accordance with the Strategic Plan policies, Policies RB/3 AND RB/5 of Planning Policy Statement 1/01 and are acceptable.

Officer’s Report THE APPLICATION SITE
1.1 The application site is No 6 Auckland Terrace, Parliament Street, Ramsey which is a midterrace three storey town house of traditional Georgian form situated to the North side of the Western end of Parliament Street. - 1.2 The surrounding properties are a mixture of uses from retail to offices. THE PROPOSAL
2.1 This application seeks registered building consent for the installation of new hopper and drainpipe to be installed on front elevation. PLANNING HISTORY - 3.1 The site has been subject to a number of applications, most recent and pertinent applications being;

5.4 DOI Highway Drainage stated that there is no description of the drainage system, only the products. Please describe the discharge point of the surface water system? (Both pre and post works) (06.01.23). There have been no further comments since the circulation of information requested. - 6.0 ASSESSMENT
6.1 The main consideration for this application is whether the proposal will preserve the Registered Building, having special regard to the features of special architectural or historic interest that it possesses.
6.2 The applicant has made clear the justification for the need for an additional downpipe along the terrace. The proposed down pipe will in its appearance match those already in place, its proposed position will also reflect the positioning of other downpipes. - 6.3 The applicant has provided the information requested by DOI Highway Drainage with water being discharged into an existing drain in their front garden but no response has been received. The works do not require planning approval and are considered necessary to protect the registered building from further harm. The works will result in no more captured water than before, but will just be able to deal with capacity which is currently insufficient during heavy downpours and causing the building to flood. - 6.4 The proposed down pipe is in keeping with those existing upon the terrace and is urgently required to address internal flooding during heavy rain and any effect on the registered building.
7.1 In summary, the proposal is considered to accord with the policies as set out in Section 4 of this report and the applicant has demonstrated the need of the proposals to protect the registered building. As such the application is recommended for approval. - 8.0 INTERESTED PERSON STATUS
8.1 By virtue of the Town and Country Planning (Registered Buildings) Regulations 2013 (As Amended), the following are automatically interested persons:
