Statement to accompany application for certificate of lawfulness

Introduction.
This statement is to support the evidence provided for the application for a certificate of lawfulness for 14 Empire Terrace.
The Proposal.
My client is looking to obtain a certificate of lawfulness to legitimise the operation of the former Guesthouse as an HMO. The property was originally operating Guesthouse during the early 2000s, the current owner creased trading as a conventional guest house over ten years ago and started taking on longer term lets for the rooms and shared facilities, operating as an HMO.
Mr. de Beer the current owner has been operating as an HMO for 10 plus years, and is currently continuing to operate the property this way. Mr de Beer has provided a signed letter to this effect attached in appendix C along with signed letters from his current tenants confirm their lengths of residence the longest of which is 8 years.

During an meeting with Environmental Health it was confirmed that the property was a HMO, and advice was received on how to bring the property up to the standards regulations, as the existing property does not meet all of the minimum requirements sets out by Environmental Health. On completion of the certificate of lawfulness there will be some substantial investment made in to the property to achieve the standards required please see attached Appendix A & B existing and proposed floor plans.
