Reason: To comply with paragraph 2(2)(a) of schedule 3 of the Town and Country Planning Act 1999 and to avoid the accumulation of unimplemented registered building consents.
This application has been recommended for approval for the following reason. The proposals are considered to be in accordance with the Strategic Plan policies, Policies RB/3 AND RB/5 of Planning Policy Statement 1/01 and are acceptable.

1.0 THE SITE - 1.1 The site is the curtilage of King William's College, a site which includes a number of buildings, some of which are Registered and including the chapel which is Registered (RB185). The chapel sits to the south of the main college building, between it and Derbyhaven Road. - 1.2 The chapel is a detached building which is readily visible from Derbyhaven Road, sitting between the main college structure and two much smaller, modern buildings to the south.
2.0 THE PROPOSAL - 2.1 The application seeks registered building consent for the installation of Frieze Panels on internal Chancel wall of Chapel.

5.0 REPRESENTATIONS - 5.1 Highway Services indicate that there is no highway interest in the application (16.09.22).
6.1 The issue for the application is the desirability of preserving the building or its setting or any features of special architectural or historic interest which it possesses. - 6.2. The chancel wall has suffered from water ingress and dampness, this has resulted in various works and repairs to the wall. As these matters have been addressed there is now an opportunity to introduce new artwork. - 6.3 The artwork is typical of religious paintings seen at around the east end windows of churches and to that extent is very much in keeping with the eccliastical tradition. The works would contribute to the character of the chapel and would harm the special interest of the building.
7.1 The application is considered to be acceptable, in accordance with the relevant Strategic Plan and Planning Policy Statement 1/01 policies and is supported. - 8.0 INTERESTED PERSON STATUS
8.1 By virtue of the Town and Country Planning (Registered Buildings) Regulations 2013 (As Amended), the following are automatically interested persons:
8.2 The Decision maker must determine whether there are other persons to those listed above who should be given Interested Person Status.
