- 23(1)(a) The Minor Change does not significantly increase the size or scale of the development in question
- - PASS - does not increase size or scale. The alterations to approved cladding and blockwork and forecourt area finish would have little visual impact, especially the cladding to the rear and side elevations as these are not especially public visible given the landscaping to the side and rear of the site. The front elevation remains unchanged (cladding) The finish of the forecourt is acceptable (a finish wasn't indicated in the original application but it was considered a concrete or tarmac finish would have been used).

- - PASS - remains compliant

- - PASS - considered minor
- 23(1)(e)The Minor Change does not otherwise fundamentally change the basis on which the grant was originally made.
