5.0 Summary And Conclusions

This Transport Assessment forms part of the application of Jojay Limited who are seeking full planning permission for a development of small industrial units which will be used for either 'general industrial' or 'storage and distribution' purposes on land which is presently used as a contractor's yard adjacent to BCS House, Peel Road, Braddan.

The application site is allocated for Predominantly Industrial use by the Extant Braddan Parish District Local Plan, 1991.

The Assessment describes the local highway network in the vicinity of the application site together with its use and it shows that Peel Road, in the vicinity of the site, and its existing access, are presently operating safely and within their traffic carrying capacities during both the morning and evening periods and at other times of the day.

It describes the access road to the proposed development and shows that the visibility splays at its junction with Peel Road will provide inter-visibility between drivers emerging from the junction and those approaching from both directions along Peel Road and hence that its use will not be detrimental to highway safety.

It assigns to Peel Road the traffic which is likely to be generated by both the existing use of BCS House and the proposed 17 units and it shows that its increased use will not materially change the way in which it operates and that it will continue to operate well within its traffic carrying capacity during both peak and inter-peak periods in 2023.

It analyses the operation of the junction of the proposed access road with Peel Road when carrying traffic flows which have been projected to 2023 and it shows that its use at that time will not result in continuous queues of traffic forming in either the access road or on Peel Road.

It shows that the number of parking spaces proposed in the development for both the existing BCS House and the proposed 17 units will satisfy the recommended level of provision identified in the Structure Plan and hence that it will not result in parking on either the access road or on Peel Road.

It therefore shows that the proposed development conforms with the policies of the Braddan Parish District Local Plan and the Isle of Man Strategic Plan, particularly its General Policy 2 which seeks that new dongouping will provide

safe and convenient access for all highway users together with adequate parking, servicing and manoeuvring space and not have an adverse effect on road safety or traffic flows on the local highway network. It therefore concludes that planning permission should not be withheld for these reasons.
