1.0 THE SITE - 1.1 The site is the curtilage of 9, Arbory Street, a thin piece of land which stretches from Arbory Street through to Farrant’s Way to the south. The site has a frontage to Arbory Street of around 3m which provides a shopfront for a shop unit which extends back into the site by around 18m including a toilet and staff room at the rear. To the rear of this is additional enclosed accommodation which is used as a store. A residential unit sits above the shop facing onto Arbory Street. - 1.2 Planning approval was recently granted for an extension to the shop floor area with new doors on the rear elevation,15/00731/B. THE PROPOSAL
2.1 The proposal is for the erection of 3 x non-illuminated signs. One on the gable end above the new doors 2.4m x 0.6m and two entrance signs on the walls near to the road entrance, 1.2m x 0.45m. The proposed signs are to be white boards with vinyl lettering the gable sign is to have stand up lettering. - 2.2 The signs will read 'Hospice Shops' with logos and the smaller signage will also have directional arrows. - 2.3 The proposed signs are located on the rear of the building to Farrant’s Way.
3.0 PLANNING STATUS AND POLICY - 3.1 The site lies within an area designated on the Area Plan for the South adopted in 2013 as Mixed Use and also within Castletown's Conservation Area. - 3.2 As such, the following Strategic Plan policies are considered appropriate: Policy CA/2 - Special Planning Considerations states:
'When considering proposals for the possible development of any land or buildings which fall within the conservation area, the impact of such proposals upon the special character of the area, will be a material consideration when assessing the application.
Where a development is proposed for land which, although not within the boundaries of the conservation area, would affect its context or setting, or views into or out of the area; such issues
should be given special consideration where the character or appearance of a conservation area may be affected.'
General Policy 6: Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
Environment Policy 37: As a general policy, advertisements within Conservation Areas will be permitted only if:
4.0 PLANNING HISTORY - 4.1 The premises have been subject to three applications which related to alterations to the building
5.0 REPRESENTATIONS - 5.1 Castletown Town Commissioners indicate that they do not object to the application (08.03.2016). - 5.2 DOI Highways do not oppose the application. 26.02.2016.
6.0 ASSESSMENT - 6.1 The main issue is considered to be the impact of the proposed signage on the building itself and the wider area, particularly the Conservation Area. - 6.2 The proposed signs are in effect to the rear of the building, which has recently been renovated and are generally directional in nature for furniture access. The proposed materials are considered to be acceptable, they are not illuminated and are fairly simple in their design. No objection has been received from Highways. - 6.3 It is considered that the proposed development would not have a harmful impact on the character and appearance of the Conservation Area or the locality in general.
6.5 As a result, it is concluded that the planning application does not conflict with General Policy 6 or Environment Policy 37 of the Isle of Man Strategic Plan 2007. - 7.0 RECOMMENDATION
7.1 The application is considered to be acceptable and is recommended for approval. - 8.0 PARTY STATUS
8.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons:
"With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order"

The advertisement(s) hereby granted consent shall be begun before the expiration of four years from the date of this notice. Reason: To avoid the accumulation of unimplemented advertisement consents.
This approval relates to Location Plan, Site Plan, Sign details, Elevational details and Covering Letter all date stamped as received 22 February 2016.
