Environment Policy 35
Requires development within Conservation Areas to preserve or enhance character and protect special features. The officer assessed the highway regeneration scheme against this, finding it enhances the poor existing carriageway and street furniture using granite setts and buff tarmacadam, creating a more pedestrian-friendly environment consistent with the area's historic character.
Policy TM/4 Roads in Towns and Villages
Requires measures like traffic calming to protect historic environment without sterility. The scheme uses limited access and calming features sympathetic to townscape.
Policy TM/5 Vehicle Restriction and Traffic Calming
Requires traffic calming features in traditional materials integrated into streetscape. Granite setts and build-outs were deemed effective and character-reinforcing.
Policy TM/6 Floorscape
Promotes retention or reintroduction of traditional stone setts and kerbs, avoiding modern patterns. The use of granite setts on Michael Street and buff tarmac on Douglas Street was found sympathetic.
Policy TM/10 Road Signs and Markings
Requires appropriate signs without duplication, fixed to existing posts where possible. The signage for disc zones and one-way was considered of suitable character.
Policy TM/11 Street Lighting
Requires lighting appropriate to area character, preferring white light sources. New lights and bollards were assessed as fitting the historic context.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
