1.0 THE APPLICATION SITE - 1.1 The application site is a six-storey, purpose-built apartment block of apartments known as Picadilly Court, Queens Promenade, sited on the north western side of Douglas Promenade. The building has four entrances with railings to the front of the premises. - 1.2 The site is within the Douglas Promenades Conservation Area.
2.0 THE PROPOSAL - 2.1 Express Consent is sought for the erection of 4 x signage above each entrance way canopy , individual lettering to be 200mm high x 2mm thick mirror grade polished stainless steel to read 'PICADILLY COURT' and the apartment numbers "1 - 12, 14 - 25, 26 - 37 and 38 - 49" 150mm high x 2mm thick same material above the entrance door.
3.0 PLANNING HISTORY - 3.1 This site has a number of previous applications none of which are considered to be relevant to the determination of this application.
4.0 PLANNING POLICY - 4.1 The application site sits adjacent to an area of Mixed Use Tourism and Residential under the Douglas Local Plan, which has no accompanying Written Statement. The site is also within the Douglas Promenades Conservation Area. - 4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains two policies that are considered specifically material to the assessment of this current planning application. - 4.3 General Policy 6 which controls the display of advertisements and Environment Policy 37 which controls advertisements within Conservation Areas, stating advertisements will be permitted only if:
5.0 REPRESENTATIONS - 5.1 Douglas Borough Council offered no objection to the proposal on 31.12.2015. - 5.2 DOI Highways do not oppose. 7.12.15.
6.0 ASSESSMENT - 6.1 The proposed advertisement materials are of a high quality and are considered to be of an appropriate scale and colour and therefore the proposal would very likely enhance the appearance of the Douglas Promenades Conservation Area. - 6.2 Therefore it is considered that the proposals complies the requirements of General Policy 6 and Environment Policy 37.
7.0 RECOMMENDATION - 7.1 It is recommended that advertisement consent be issued.
8.0 PARTY STATUS - 8.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons:
"With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order".

The advertisement(s) hereby granted consent shall be begun before the expiration of four years from the date of this notice. Reason: To avoid the accumulation of unimplemented advertisement consents. This approval relates to Location Plan, Site Plan and drawing no. Sheet 1 all date stamped as received on 30 November 2015.
