Environment Policy 1
Protects countryside (land outside settlements or not designated for development) unless overriding national need outweighs protection and no alternative. Officer found public toilet need overriding due to event facilities, accessibility issues with existing toilets, and prior car park approval altering site character.
Environment Policy 2
Protects Areas of High Landscape Value and Scenic Significance, prioritising landscape character unless development does not harm it or location essential. Prior car park approval and proposal's design/landscaping deemed not to harm character; location essential for public/parish field use.
Environment Policy 35
Permits in Conservation Areas only development preserving/enhancing character and protecting special features. Proposal's high-quality design, materials (slate, cedar), landscaping, scale, and siting assessed to preserve/enhance area character despite contemporary elements, fitting limited modern architecture locally.
Planning Policy Statement 1/01 - Policy CA/2 (Conservation Areas)
Requires assessing impact on conservation area character/appearance, including setting/views. Building visible from road and users but mitigated by distance (10m), materials, and landscaping; no detrimental visual impact on area as whole.
