Officer’s Report THE SITE
1.1 The site is the curtilage of an existing farmhouse and associated outbuildings and another dwelling all situated off a long lane leading west off the Lhergy Cripperty. The site is otherwise within sloping, open countryside and the existing buildings are well hidden from public view due to the slope of the hillside and existing mature woodland. - 1.2 The site accommodates a traditional farmhouse which has planning approval for quite modern alterations (PA 15/00390/B). Alongisde is a two storey outbuilding which is used for storage and beside that is a dwelling which was rebuilt from a former outbuilding (93/00059/B). There are also small outbuildings and a garage: the outbuildings have approval for conversion to facilities ancillary to the use of the site (PA 16/00552/B). THE PROPOSAL
2.1 Proposed are alterations to the farmhouse, removing the existing catslide rear extension, retaining part of the external walling to provide garden walls around the rear of the property and introducing new glazing in the rear elevation in the form of small under-eaves level windows across the rear and a large central window with timber panelling beneath glazing in an existing aperture. A small existing aperture is to be re-opened in side elevation facing the uphill slope along with another small and a larger new window. The windows shown to be installed in the front and side elevations already have approval under PA 15/00390/B). The internal accommodation will be re-arranged to have the bedrooms in the ground floor and the living accommodation above. PLANNING POLICY - 3.1 The site lies within an area not designated for a particular purpose and of hlv on 1982p. As such, there is a presumption against development as set out in Environment Policies 1 and 2 of the Strategic Plan. Alterations to traditional dwellings are guided by Housing Policy 15:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

4.1 There are no representations on the file at the time of writing. ASSESSMENT
5.1 The proposed changes will not be publicly visible due to the distance from any public highway and in any case what is proposed is acceptable visually and is considered to accord with Housing Policy 15. 5.2 The application is recomended for approval.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawings 01, 02, 03, 04, 05, 06, 07, 08, 09, 10, 11, 12, 13 and 14 all received on 22nd August, 2016.
