Application: Variation of Condition 1 of Planning Approval 14/00066/GB \& Registered Building Consent 14/00067/CON
Proposal: Construction of a two storey Cloister building with two single storey glazed links.

1.0 Variation of Condition 1 of Planning Approval/Registered Building Consent
The current Planning Approval (14/00066/GB) and Registered Building Consent (14/00067/CON) are for the construction of a two storey Cloister building connected to the Cathedral by two single storey glazed links. Condition 1 of the approvals state that the development/works shall commence before the expiration of four years from the date of the decision notice/consent.
The date of the issue for both notice/consent was 6th August 2014. The date of expiry is therefore 6th August 2018.
This application is to request a variation to Condition 1, to extend the Planning Approval and Registered Building Consent by a further four years.
2.0 Reason for a variation to Condition 1
The applicant intends to proceed with the proposed development but the project is currently pending funding from the Cathedral Quarter Trust.
The Cloister is part of an overall phased development for the Cathedral and associated grounds. Approvals granted for the other areas of the proposed works include:-
- Landscaped gardens to the Cathedral grounds (Status: Work in progress)
- New car park off Derby Road (Status: Completed)
- Renovation and extension to Corrin Hall (Status: Work in progress)
- A new Lychgate entrance to the Cathedral Grounds (Status: Pending funding)
- A Planning application (PA: 18/00529/GB) and Registered Building Consent application (PA: 18/00530/CON) for the interior re-ordering of the Cathedral have recently been submitted.
(Status: Pending consideration) These numerous projects place a burden on the finances of the Cathedral Quarter Trust and they are often subject to fund raising appeals before work can commence. An extension of the Planning Approval and Registered Building Consent for a further 4 years will allow additional time for fund raising and for the Cloister scheme to be programmed in with the other proposed developments for the Cathedral and associated grounds.
3.0 Information provided
The original Planning Approval and Registered Building Consent notices are attached to this statement.
Reduced copies of the original drawings, as specifically referred to in the Planning Approval, have been included. These demonstrate that there have been no amendments to the scheme and the drawings remain as per the original approvals.
4.0 Other conditions
We confirm that all the other conditions of the attached Planning and Registered Building Consent notices (i.e. Conditions 2 through to 6) would still be relevant and acceptable.
