The Site
The application site represents the curtilage of an existing residential dwelling, Bollindene, Tennis Road, Douglas.
The Proposal
Proposed is the installation of a roof light to replace the existing dormer. The existing dormer window is a "shed dormer". It is identified as such because it has a roof that slopes in only one direction, towards the front. It is proposed to remove the dormer and replace it with a velux window.
Planning History
The following previous planning application is considered relevant in the assessment and determination of this application;
09/00416/B - Permitted 18/05/09 Installation of replacement windows.
Development Plan Policies
The application site is located within an area designated as Predominantly Residential Use in the Douglas Local Plan Order 1998, Map No. 2 (South). The site is located within the Douglas (Selborne Drive) Conservation Area.
The relevant planning policies from the Isle of Man Strategic Plan 2007 are General Policy 2 and Environment Policy 35.
Consultations
Douglas Corporation have not commented on this application. The Department of Infrastructure Highways Division have not commented on this application.

Assessment
The site is located within the Douglas (Selborne Drive) Conservation Area, so the relevant policies from the Isle of Man Strategic Plan 2007 require development to preserve or enhance the area.
The existing dormer to be removed is a "shed dormer". This style of dormer is not considered to be traditional for a property such as this, nor is it a notable characteristic of this area. The adjoining property has an existing roof light similar to what is now proposed in this current application.
It is considered that the removal of the dormer would not be a loss to the character of the Conservation Area. In addition to this, the installation of a roof light would match the adjoining property, which is a similar size and design to the application site.
Recommendation
For the above reasons, this proposal is considered to be acceptable and is recommended for approval.
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
