Officer's Report
The Application Site
- The application site comprises the curtilage of St James' Chapelry in Dalby, Patrick.
The Proposal
- The proposal comprises the installation of Perspex sheet cover protection over stained glass windows on the exterior of the building.
Planning History
- The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.
Planning Policy
- In terms of land use designation under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982 the application site is not designated for any site specific purpose. The site is located within a wider area of land that is classified as being of high landscape or coastal value and scenic significance.
Representations
- Patrick Parish Commissioners state that they have no comment in respect of the planning application.
Assessment
- The planning application seeks planning approval for the installation of Perspex sheet cover protection over stained glass windows on the exterior of the building.
- The proposal is intended to weather proof the building and protect the stain glass windows from the elements. The use of such Perspex sheeting over church windows has been used elsewhere on the Island and is considered to be an acceptable means of providing protection to such types of buildings. Whilst the building is not Registered the proposal has been discussed with the Building Conservation Officer, who considers such approach to be acceptable. The proposal does not affect private amenity or highway safety and is deemed to have an acceptable impact on public amenity.
- The proposal is not considered to affect any other obvious material planning consideration.
Recommendation
- It is recommended that the planning application be approved.
Party Status
- It is considered that the following parties that made representations to the planning application should be afforded interested party status:
Patrick Parish Commissioners.
