Officer's Report
Introduction
This application seeks permission for the installation of advertising signage to the front of a Bank in an area zoned as Town Centre. The proposal is considered to be acceptable and in accordance with the relevant policies of the Isle of Man Strategic Plan (20th June 2007).
The Site
The application site is the curtilage of HSBC, St Pauls Square, Ramsey which is a ground floor unit situated to the south west of St Pauls Square.
There are a mixture of uses around St Pauls Square such as retail units, banks and cafes.
The Proposal
The application seeks approval for the installation of advertising signage on the front of the building.
The fascia above the front entrance would be illuminated and have the business name and logo. There would also be a number of information and advertising boards in the front window.
Located at the end of the fascia would be an illuminated roundel also displaying the business name and logo.
Planning History
The previous planning applications are not considered specifically material in the assessment of the current application.
Development Plan Policies
The application site is in an area zoned as “Town Centre” identified on the Ramsey Local Plan 1998. It is appropriate to consider General Policy 6 of the Isle of Man Strategic Plan (20th June 2007).

Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
(a) Are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;

Assessment
The proposed signage is considered to be of a high standard of design and materials and would fit well with the existing uses of the surrounding properties.
It is judged that the proposed signage would not detract from the surrounding area or result in a highway safety hazard.
For the above reasons the application is considered to be acceptable and is recommended for approval.
Party Status
The local authority, Ramsey Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
