1.01 The application is for approval for Registered Building Consent to retain the front façade to Broadway, and demolish the rear of the building, and then to construct a 50-Bedroom Hotel, with underground parking and ancillary facilities.
1.02 The application as shown on the drawings has already received full planning permission, under application ref. PA 11/01359/B in the Approval Notice, issue date 29th December 2011.
1.03 The building is contained within the promenades Conservation Area, the building is not registered and it is understood that there are no present plans to register it.
2.00 Consultation
2.01 During the development of the scheme which received approval under PA 11/01359/B, the following were consulted:-

3.00 Design Statement
3.01 The current proposal, which already has full planning approval under application PA 11/01359/B is to retain the front facade to Broadway and carefully and sequentially demolish all areas to the rear of this.
3.02 The front wall is a fine example of Victorian Hotel Architecture containing many the features common to the Promenade Hotels of this period, i.e. granite columns and Corinthian capitals, mouldings and decoration, gabled dormers, projecting bay windows etc. The front wall can be considered in good condition in terms of alignment, the finish is smooth render masonry painted.
3.03 The applicant has wide experience of dealing with similar construction on the Isle of Man and is satisfied the front wall can be safely and practically supported and retained by the use of a steel supporting structure.
3.04 As stated planning permission has been obtained to retain the Victorian Frontage to Broadway, with new double glazed white PVC-u sliding sash windows and new slated roof. The existing render and moulded features are to be retained and repaired as necessary, masonry painted, including highlighted features, i.e. mouldings, cills and copings etc.
3.05 It is intended to make some alterations to the existing façade firstly to provide a full height glazed screen to the Atrium which will provide light and emphasis to the new Hotel entrance, it is intended to rebuild the existing portico, reusing all existing materials as far as possible in front of this glazed screen.
3.06 The other alteration to the façade is the formation of the new opening for the vehicle access ramp to the car park. It has been possible to position this centrally under the bay windows and include an extended canopy with replicated balustrading and moulding details. The granite columns and Corinthian capitols are a common feature on the Island and again will be replicated. The opening will have set back black Victorian pattern electric gates to enhance the feel as a coaching entrance.
4.00 Summary
4.01 The development offers the opportunity to bring back into use a substantial Hotel both for Family and Business use.
4.02 The design incorporates the retention of the existing façade with sympathetic alterations where essential.
4.03 The intention is to provide a 4 tsar rated accommodation in the centre of town opposite the Villa Marina and close to the Promenade and all nearby tourist facilities.
4.04 It is also the intention to provide a high level of design and finish to enhance a building in a high profile area.
4.05 The building has been empty for some time and will only gradually deteriorate with the current level of maintenance, it is therefore an opportunity to restore a building to its former and original use.
