Conservation Officer's Report on Discharge of Conditions
This is an application to discharge Conditions 3, 4, 5, 6, 7 and 8 relating to Registered Building Consent 13/002271/CON for Registered Building consent for alterations, erection of extension and relocation and erection of replacement double garage and carport (Amendments to PA 11/01608/CON) (In association with 13/00226/GB) Red House, Victoria Road, Douglas. Registered Building Nos. 160. Those conditions are as follows:
C 3. PRIOR to the commencement of works, a sample of the roofing and tile hanging tiles must be approved by the Planning Authority. The tiles are to match the existing in respect of material, colour, texture and size.
Tile samples were viewed at a site visit in the 17th April 2013 and considered acceptable and therefore sufficient evidence to recommend the discharge of this condition.
C 4. PRIOR to the commencement of works, a sample of the bricks must be approved by the Planning Authority. The bricks are to match the existing in respect of material, colour, texture and size.
A sample brick panel was viewed at a site visit in the 17th April 2013 (photo attached). That brick panel was considered to be acceptable, but further discussion took place on site regarding the batching of the bricks in terms colour blending which is vitally important as it is more than likely that each elevation is different. This was confirmed in an email on the 18th April 2013 to the Architect/Agent and the applicant. This information is considered sufficient to discharge this condition.
C 5. PRIOR to the commencement of any building works, a photographic survey must be undertaken to record all existing internal and external features of interest and provided for approval by the Planning Authority; such a record to be prepared in consultation with the Conservation Officer of the Department.
Two number Compact Discs of images of the property have been received on the 31st May 2013 which is considered sufficient to recommend discharge of this condition.
C 6. PRIOR to the commencement of any building works, a schedule of the proposed windows is to be drawn up. The schedule is also to include, large scale (1:10) detail drawings of the proposed windows to the extension to indicate the framing detail, material and glazing bar profiles. This is to be provided for approval by the Planning Authority.
Drawing Numbers 09/AR/729-207A 'Window Schedule (North Elev'), 208A and 209A entitled 'Window Schedule (South Elev') and 209A entitled 'Window Schedule (West Elev') have been received on the 31st May 2013 which are considered sufficient to discharge this condition.
C 7.
PRIOR to the commencement of any building works, further large scale (1:10) detail drawings of the skirtings, architraves and all new internal doors are to be provided for approval by the Planning Authority.
Drawing Number 09/AR/729-206 entitled 'Door Schedule' which includes 1:5 scale section/details of the relevant Skirting and Architrave was received on the 31st May 2013. This information is considered sufficient to discharge this condition.
C 8. PRIOR to the commencement of works, further details of the proposed cills are to be supplied and approved by the Planning Authority. The applicant should discuss this with the Department's Building Conservation Officer.
Drawing Number 09/AR/729-208A entitled 'Window Schedule (South Elev') which includes 1:2 scale section/details of the relevant sills was received on the 31st May 2013. This information is considered sufficient to discharge this condition.
