The application site forms the curtilage of Buchan Primary School, Arbory Road, Castletown which is a large complex of school buildings set within substantial grounds. The site is located to the north of Arbory Road and backs onto residential development at Westhill and Vaarney Yiarg. The complex of buildings which make up the school are varied in size, age and appearance.
The site as a whole is identified on the extant Castletown Local and modified draft Area Plans as Education, the Local Plan differentiating between the school buildings and the surrounding open area which is designated as Private Woodland.

THE PROPOSAL This application seeks approval for the erection of a temporary (5 years) classroom block. The proposal would have a width of 6 metres, a depth of 8.5 metres and a height of 3.25 metres. The proposal would be sited adjacent to the existing single story nursery building to the northwest elevation.
REPRESENTATIONS Castletown Commissioners:- "Approve"
The Water and Sewerage Authority make no comments on the merits of the application but ask for conditions are attached to any approval.
The Planning Authority has received no privately written representations objecting to the proposal.
The site for the mobile classroom is within the existing school complex and not readily visible to the public and would only be visible for people visiting the nursery school which is the furthest building from the entrance and from Arbory Road. The site is proposed to be a temporary building for 5 years to meet the demand of the nursery.
The design, appearance and form matches that of similar portakabin buildings within the school, as well as some of the more prominent extensions which are far more apparent that this modestly sized structure, located to the rear curtilage of the school.
Overall, it is considered the proposal in terms of design, size, proportion and form would be in keeping with the majority of the existing buildings within the school and therefore unobjectable.
Given its size and position from neighbouring properties along West Hill Avenue it is considered the proposal would have no significant impact upon the residential amenities (loss of light, overbearing impact upon outlook and/or loss of privacy).
Overall, it is considered the proposal would comply with the Isle Of Man Strategic Plan therefore it is recommended that the application be approved.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to the erection of a temporary classroom block as proposed in the submitted documents and drawing 2048/11 01 all received on 28th July 2011.
C 3.
This planning approval shall be valid for a period of five years from the date of erection of the temporary class room block. After this time, unless permitted by any subsequent planning approval, the class room block must be removed from the application site and the site restored back to its original state.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager.
