Duplicate Planning Statement
Planning statement on behalf of the Planning Authority in respect of proposed cladding works and creation of additional access, Hanger 292 Jurby Airfield, Jurby.
1 Introduction
1.1 The Department of Infrastructure has submitted the planning application in their capacity as owner of the application site. This planning statement sets out the background of the planning application and relevant planning policy considerations. The intention of the statement is to define the application site, highlight any previous planning applications and identify relevant planning policy.
2 Application Site
2.1 The application site is the curtilage of Hanger 292, Jurby Airfield. The existing hanger is clad in the original asbestos cement cladding.
3 The Application
3.1 The planning application seeks approval for the cladding works and the creation of an additional access. The new cladding would be metal profile sheet coloured to match the adjacent hangers, the corner cover flashings would be coloured blue. An additional access would be created in the side elevation (Elevation $C$ as shown on the drawings).
4 Planning History
4.1 The application site has not been the subject of any previous planning applications that are considered to be specifically material to the assessment of this current planning application.
5 Planning Policy
5.1 The application site is zoned as "Airfield" identified on the 1982 Development Plan. The main airfield and hangars lay to the south of the Jurby Road (A14). To the northeast of the site was the camp associated with the airfield. The application site falls to the northwest of the airfield and hangers. 5.2 To the east of the camp is Jurby Primary School and a housing estate, the Threshold, and to the north a further estate, the Bretney. The land between these two estates and extending up to the B3 Road is zoned as proposed residential. Thus in the extant 1982 Development Plan the application site lies within the overall settlement of Jurby with adjacent housing, employment and community facilities. 5.3 Since 2003 the Isle of Man Strategic Plan has been adopted by the Department and subsequently approved by Tynwald July 2007. The settlement of Jurby is classed as a 'Service Village' within Spatial Policy 3 of the Strategic Plan. The policy states that:- "Area Plans will define the development boundaries of such villages so as to maintain and where appropriate increase employment opportunities. Housing should be provided to meet local needs and in appropriate cases to broaden the choice of location of housing." 5.4 Whilst it is accepted that the site is not currently zoned for industrial use, the existing hanger is used for industrial storage, along with the other neighbouring units.
6 Assessment
6.1 The proposed cladding is the standard type of cladding found on a number of other hangers within Jurby Industrial Estate. Also the colour of the proposal would also match a
number of units which have already benefited from similar developments, which have resulted in these units to be used for a more modern working environment. 6.2 The creation of a new access is to improve the efficient use of internal storage space would not adversely affect the unit or the surrounding area in general. 6.3 It is considered that the alterations would enhance the appearance of the hanger and therefore improve the appearance of the industrial estate as a whole.
