C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
It is judged that the proposals meet the tests of Section 18 of the Town and Country Planning Act 1999, and the tests of Strategic Policy 4 and Environment Policy 35 of the Strategic Plan 2016, as the style, opening method and glazing bar detail of the existing windows is being replicated and therefore the character of the Conservation Area is judged to be preserved. It is therefore judged that the application is acceptable.
This decision relates to Elevations drawing 02, together with the other supporting information received on 30.10.2025. Right to Appeal Right to Appeal: No comments have been received.
1.1 The site is the Isle of Man Bank, Parliament Street, Ramsey. The building has five bays, is three storeys high and features a stone façade with chamfered rustication at ground floor level and a terracotta plinth course. The site also sits within the Ramsey Conservation Area.
2.1 The application proposes to replace the existing windows at first and second floor level on the parliament street elevation and the windows at ground, first and second floor level on the quayside elevation. The application also proposes to replace two doors located on the quayside elevation. The windows are doors would be framed in UPVC, and would replicate the style, opening method and glazing bar detail of the existing units. Whilst it is noted on drawing 02 that doors numbered 24 and 25 are to be replaced like for like, on speaking to the applicant's agent it is in fact doors numbered 25 and 26.
3.0 PLANNING POLICY.
3.1 The site is within area defined as Town Centre in the Ramsey Local Plan 1998. The site is in an area at high risk of tidal flooding.
3.2 National policy: THE ISLE OF MAN STRATEGIC PLAN 2016 General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.

4.1 TOWN AND COUNTRY PLANNING ACT 1999 S18 Designation of conservation areas
5.1 There 10 previous planning applications on the Department's electronic database relating to the property. These applications include minor alterations, installation of a replacement ATM and the installation of signage. The most pertinent historic application is judged to be 11/00826/113, which refused the replacement of two rear windows as the proposed units did not match the existing opening method or glazing bar arrangement.
6.1 The Department of Infrastructure Highways Division were consulted on 3.12.2025. At the time of writing this report (8.1.2026), no comments have been received, and it is therefore assumed that they do not object to the proposals.

7.1 Section 18 of the Act requires the Department to pay special attention to the desirability of preserving or enhancing the character or appearance of any conservation area in the exercise of any powers under the Act. In this instance, the application proposes replace windows on both the Parliament Street and West Quay elevations of the building. As the replacement windows are proposed to match the style, glazing bar pattern and opening method of the existing windows, this accords with the policy within Planning Circular 1/98. Although the material will not match the existing windows, given the compliance with 1/98, I judge that the proposals would preserve the character and appearance of the conservation area in accordance with the statutory test. 7.2 The application proposes to replace the existing windows at first and second floor level on the parliament street elevation and the windows at ground, first and second floor level on the quayside elevation. The application also proposes to replace two doors located on the quayside elevation. The windows are doors would be framed in UPVC, and would replicate the style, opening method and glazing bar detail of the existing units. As the form and style are proposed to match the existing units, it is judged that the special character of the conservation area would be preserved.
7.3 Given the nature of the proposals, it is judged that the replacement windows will not change the site's potential susceptibility to flooding.
8.1 It is judged that the proposals meet the tests of Section 18 of the Town and Country Planning Act 1999, and the tests of Strategic Policy 4 and Environment Policy 35 of the Strategic Plan 2016, as the style, opening method and glazing bar detail of the existing windows is being replicated and therefore the character of the Conservation Area is judged to be preserved. It is therefore recommended that the application be approved.
9.1 The Town and Country Planning (Development Procedure) Order 2019 sets out the process for determining planning applications (including appeals). It sets out a Right to Appeal (i.e. to submit an appeal against a planning decision) and a Right to Give Evidence at Appeals (i.e. to participate in an appeal if one is submitted).

9.4 The Order automatically affords the Right to Give Evidence to the following (no determination is required):
9.5 The Department of Environment Food and Agriculture is responsible for the determination of planning applications. As a result, where officers within the Department make comments in a professional capacity they cannot be given the Right to Appeal.
