General Policy 2
GP2 requires consideration of siting, scale, design, visual impact, amenity, highways safety, and nuisances. The officer found compliance as the modest recreational works fit the designated open space, amendments resolved highways issues (GP2 h&i), planting condition protects amenity (GP2 g), and low scale avoids visual harm (GP2 b,c).
Strategic Policy 5 - Design and visual impact
Requires good design minimising visual harm. Assessed as acceptable given scaled-back features, perimeter landscaping, and mound integrating with flat playing field context without dominating streetscene or landscape.
Environmental Policy 22
Protects against statutory nuisances to neighbours. No harm found from low-scale works; condition ensures planting avoids adverse amenity effects.
Spatial Policies 1-5 (Hierarchy of defined settlements for development)
Site outside settlement boundary so non-compliant, but overridden by specific open space designation and Development Brief 23 allowing recreational infrastructure.

No ObjectionThis access should be connected to a footway on Maghergarran rather than into the road.; This access should be designed so that there is no opportunities for cars to park in front of the pedestrian access (signing and lining should be considered).; This access should be have a corduroy tactile surface at the entrance (as per the UK's Inclusive Mobility 2021 document guidance) to highlight to pedestrians that they are walking onto a carriageway.; This access should have hardstanding routes to the car park and footways to the adopted highway if not already provided.; We hope that this responds successfully to the points raised.
