GP2 permits development in accordance with land-use zoning and other policies if it respects the site and surroundings in terms of siting, layout, scale, form, design; does not adversely affect the character of the surrounding townscape; and does not adversely affect the amenity of local residents or the character of the locality. The officer assessed the chimney removal against these criteria, finding negligible and neutral impact due to the stack's small size, rear position, lack of architectural interest, and limited visibility. This outweighed RDG guidance on retaining chimneystacks, as the property is not in a Conservation Area and the stack does not positively contribute.
Time limit
