Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
The main features of the doorway which are the top lantern with shelf and the decorative side mouldings are to be kept with this proposal as such the proposal preserves the Conservation Area as a whole.
This decision relates to the site map date stamped received on 4th November 2019. This decision also related to the amended details received on the 19th February 2020 which demonstrate what is to be retained with regard to the decorative side mouldings.

Officer’s Report THE APPLICATION SITE
1.1 The application site is the residential curtilage of 6 Church Street, Peel which is a three storey terraced property situated to the north eastern side of Church Street which joins Derby Road with Christian Street. - 1.2 The property currently has a door which has four panels of which the top two are long glass panels with two side panels made out of wood. The door also has the above door top light. - 1.3 Church Street itself is defined by the features which can be seen on the properties on both sides, they are mainly the sliding sash windows, decorate mouldings and the doors which have wooden sides and a top side light. THE PROPOSAL
2.1 The original proposal was for the approval to replace the existing door and top lantern with
2.2 After discussions with the applicant amended plans have been submitted which is to keep the top lantern and wooden shelf above the main door, to replace the wooden side boxes whilst keeping the original mouldings and the installation of a uPVC framed anthracite grey Marquise 2-2 glazed upper composite door.
3.1 There are several applications on the site of which:

4.1 The site lies within an area zoned as Mix Use on the Peel Local Plan 1989. The property is also within a Conservation Area. Given the nature of the application it is appropriate to consider 9.3 of the Peel Local Plan Written Statement and General Policy 2 along with Environment Policy 35 of the Isle of Man Strategic Plan.
4.2 9.3 of the Peel Local Plan Written Statement states; "Particular attention will be paid to the design of replacement windows, doors and roofing materials which might detract from the area." - 4.3 General Policy 2 of the Isle of Man Strategic Plan 2016 states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
g) does not affect adversely the amenity of local residents or the character of the locality;
4.4 Environment Policy 35 which states: 'Within Conservation Areas, the department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development'. REPRESENTATIONS
5.1 Highway Services have No Highways Interest in this application (28.02.2019).
5.2 No comments have been received from Peel Town Commissioners at the time of writing this report. ASSESSMENT - 6.1 The fundamental issues to consider in the assessment of this planning application are; (i) the impact of the proposed development on the character of the Church Street and (ii) whether the replacement door would preserve or enhance the character or appearance of the Peel Conservation Area.
6.2 When looking at the street generally the doors and side boxes and top lanterns are one of the defining features along with the decorative mouldings surrounding the windows, whilst some of the properties have altered their doors to more modern versions a lot of these have been done without Planning Permission and do not preserve or enhance the overall character or appearance of Church Street.
6.3 The Residential Design Guidance 2016 give advice on front doors; "5.2.5 The front door with its surround canopy or porch is often one of the most prominent features of a dwelling, especially for older dwellings in Conservation Areas and Registered Buildings. The size, ornateness, style and design of a door and doorway should reflect the architecture of the building in which it sits." - 6.4 With the above in mind Environment Policy 35 is the most relevant with the proposal requiring to either preserve or enhance the character or appearance of the Conservation Area. After discussions with the applicant the main features of the doorway which enhance the Conservation Area and warranted to preserve is the wooden side boxes and top lantern, of which these are now kept within this proposal. - 6.5 The main door has been proposed to be changed from wood to uPVC this is an acceptable change within a Conservation Area. - 6.6 The main features are being kept within this application as such the proposal will preserve the Conservation Area and Church Street as a whole. CONCLUSION
7.1 For the above reasons the proposal is considered to comply with General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
