1.0 SITE - 1.1 Mid terrace dwelling in a conservation area.
2.0 PROPOSAL - 2.1 Four roof lights. One in each side of the pitch roof of the two storey rear extension facing neighbouring properties, two in the lean to roof facing the rear garden. At the time of the site visit 10/10/18 these had already been installed.
3.0 PLANNING POLICY Area Plan for the South - predominately residential Isle of Man Strategic Plan 2016 General Policy 2 (GP2) Development will be permitted provided that it
Environment Policy 35 states "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development".
4.0 PLANNING HISTORY 16/00673/B alteration and erection of extension and second floor dormer extension to dwelling permitted. Previous applications not directly relevant. - 5.0 REPRESENTATIONS DOI Highways - NHI (9/7/18) - 6.0 ASSESSMENT The determining factors in this application are the impact on the special character of the conservation area and whether there is any loss of amenities for neighbours.
The site is not directly visible from either the front or rear streets of the conservation area. The windows are in a non-original part of the building. Consequently the proposal results in a neutral impact on the Conservation Area.
Only the two higher level windows 'face' neighbouring properties, even then, given the angle of roof lights, there would be no direct overlooking into neighbouring properties.
