Requires proposals in accordance with land-use zoning to respect site/surroundings in siting/layout/scale, not adversely affect character, amenity of residents, provide safe access/parking, and not harm road safety/traffic. Officer tested parking of minibuses in school car park against parts (b), (c), (g), (h), (i); found compliant as use partially aligns with educational designation, low visibility, no amenity/highway harm, despite minor parking loss controlled by condition.
Parking restricted to hatched area and max 5 minibuses
The proposed use of the site for the parking of minibuses, hereby approved, shall be restricted to within the hatched area shown on the submitted Site Plan, date-stamped as having been received 02 August 2018. This area shall be restricted to a maximum of 5 minibuses parked on the site at any one time.
Do not oppose the application; sufficient room for 5 minibuses, no new highway issues, no changes to access arrangements.

Highway Services has no objection to the retrospective minibus parking proposal. Ramsey Town Commissioners have no objection, while IOM Constabulary initially objected due to security concerns but later withdrew the objection after discussions with Bus Vannin.

ObjectionI object to this application on the grounds stated; these expensive mini buses will be vulnerable to criminal damage. Theft of road fuel has increased over recent years on commercial vehicles parked in remote areas.; I have visited the School and note some CCTV is present this mainly concentrates on the buildings rather than car park there is minimal lighting

IOM Constabulary
No ObjectionRisks had been identified for example theft of fuel and general criminal damage and in many cases no CCTV is present at these locations.; they have taken this into their business risk; other security specification will be explored as the fleet is being replaced to reduce the concerns although this will be over a lengthy period of time although this satisfies my immediate concerns.
