Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Reason: To ensure that the door is as close to what would have been the original door as possible, given that the site lies within a Conservation Area.

The Isle of Man Victorian Society as they do not own or occupy property that is within 20m of the application site and the development is not automatically required to be the subject of an EIA by Appendix 5 of the Strategic Plan, in accordance with paragraph 2B of the Policy and they have not explained how the development would impact the lawful use of land owned or occupied by them and in relation to the relevant issues identified in paragraph 2C of the Policy, as is required by paragraph 2D of the Department's Operational Policy on Interested Person Status (July 2018).
_____________________________________________________________________________ Officer’s Report THE SITE
1.1 The site is the curtilage of an existing dwelling which sits at the junction of Bridge Street and Duke Street in Peel, close to the promenade. The property is a terraced, two storey house which is lower in height than the cottage to the south and without the distinctive chimneys on most of the other traditional properties in the street. The building is rendered with a door and two windows on the front elevation (one above the other). To the north is a flat roofed garage beside which is a flat roofed, two storey dwelling. - 1.2 The group of buildings referred to above (the application site, the garage and the flat roofed cottage) are the least traditional and probably the most modern in the immediate area, other than number 25 which has been rebuilt. The application property's front windows are different from each other - the first floor window being wider than that below. - 1.3 The front door is a timber door painted black, with two panels in the lower half and one large square pane of glass above the panels, between which sits a horizontal letterbox. A similar door sits in the rear with a white finish. THE PROPOSAL
2.1 Proposed is the replacement of the two doors with the same doors but in uPVC: the front door is proposed to be mahogany coloured, the rear, white. - 2.2 The applicant has agreed to the front door being coloured red or green (e-mail dated

REPRESENTATIONS
5.1 Peel Town Commissioners have no objection (01.08.18).
5.2 The Isle of Man Victorian Society comment that, given the age of the property, the original door would have been a six panel solid door but perhaps given a desire for light, the later four panel Victorian door with recessed panels set behind moulded beads with plain glass could be acceptable. The door should not be a timber finish as doors in properties of this age would have been made from softwood, not the more expensive hardwood which would not have been found on this style of property. As such, the door should be coloured white, red or green (07.07.118 and 08.07.18). ASSESSMENT - 6.1 The issue is whether the proposed works preserve or enhance the character or appearance of the Area. The applicant has agreed to have a coloured door (red or green) which addresses the concerns regarding colour. Whilst the correct form of door may well be a solid six panelled door or one with two glazed upper lights, the test is whether the proposal preserves or enhances the CA. As the door will replicate the existing door, there would be a preservation of the character and appearance of the area and as such the proposal complies with EP35 and PPS 1/01. CONCLUSIONS - 7.1 The proposal is in accordance with Strategic Plan and PPS policy and is supported. INTERESTED PERSON STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons:
