General Policy 2
GP2 permits development in accordance with land-use zoning and Area Plans if it respects site/surroundings in siting, layout, scale, form, design; does not adversely affect townscape character or amenity. The officer assessed the dormer's visual impact on the Victorian terrace and found it acceptable given existing dormer variety and lack of heritage protection. No tensions noted; all relevant tests (b, c, g) met.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Materials approval
The dormer shall be constructed/finished in the following: 1. Elevations of the dormer (front/cheeks) are to be finished in a painted render to match the existing dwelling; 2. The dormer roof to be finished in natural slate roof to match the existing dwelling; 3. The barge boards are to be finished in timber; and 4. The window is required to be a sliding sash window and shall be retained as such thereafter. Reason: In the interests of the character and appearance of the site and surrounding area.
no highway interest in the application
Isle of Man Victorian Society objects to the dormer window addition due to potential disruption of the architectural balance with its mirrored pair, recommending more detailed plans if approved; Highways Division has no highways interest.
Key concern: unity of the top two houses in the terrace would be destroyed by throwing out the balance with its mirrored pair Windsor House
Isle of Man Victorian Society
ObjectionTO BUILD A SECOND DORMER ON THIS PROPERTY MAY BRING IT IN LINE WITH THE REST OF THE TERRACE BELOW IT BUT IT WOULD THROW OUT THE BALANCE WITH ITS PAIR, WINDSOR HOUSE.; What has been submitted lacks all these details and approval to something that involves guess work should not be entertained.
Conditions requested: 1:50 scale elevational drawing of proposed top floor level giving dimensions for width and height of proposed dormer; details of materials to be used in front elevation and cheeks; details of cill (concrete sub cill or chamfered cill); treatment to existing decorative string course, all related to dimensions on one of the existing second dormers in the terrace to ensure conformity
