1.0 THE SITE - 1.1 The application relates to the curtilage of Units 3 and 4, Block C of the Eden Park light industrial and research and development estate (PA 15/00198/B) located south of Cooil Road, Braddan.
2.1 The application seeks approval for the installation of two matching areas of permanent advertising signage on adjoining units in Eden Park Light Industrial and Research and Development Estate. Each white acrylic sign is to be 3055mm x 864mm and installed above the entrance doors of both Unit 3 and 4 of Block C. Each sign will contain the business name 'Jackson's Merchants to all Industries' and in smaller text 'Ramsey shipping services Ltd T/A'
3.0 PLANNING HISTORY - 3.1 The original application for the development of the estate was approved in 2011 under PA 11/01232/B for the 'Erection of a light industrial development comprising 4 individual buildings providing 24 separate units with parking and landscaping'. Approval was given and confirmed on appeal, despite being contrary to policy, on the basis of the argument made by the applicants that there was a shortage of modern industrial premises of high quality and that this amounted to an overriding need. A case was made by a local agent that occupants for the units could be quickly found. - 3.2 In 2015 a subsequent application was submitted PA 15/00198/B for a variation of condition 10 of the approved light industrial use to allow for research and development uses. This was approved subject to conditions.
4.1 It is most relevant to consider The Control of Advertisements Regulations 2013 which makes clear that the only considerations which can be applied to applications made under them are in the interests of amenity and public safety. In the case of amenity, such things as the general characteristics of the area need to be taken into account along with the presence of any features of historic, architectural, cultural or similar interest and the public safety should consider the safety of any person using a road, railway, tramway, harbour or aerodrome including the obscuration of any traffic sign or similar. - 4.2 In addition to The Control of Advertisements Regulations 2013 we may also consider General Policy 8 Isle of Man Strategic Plan 2016 that refers to the display of advertisements within our towns and villages: - 4.3 General Policy 8: "Within rural areas the display of external advertisements will be permitted only where:

6.1 Both areas of signage are considered to be acceptable in terms of form and finish, and are appropriately sized to ensure they do not overwhelm the front elevation of the units. The signs are not illuminated and their location within the courtyard of the existing units is not expected to cause any highway safety hazards. The signs are fixed to the building on which they relate and do not detrimentally affect public safety or general amenity. The application is considered to comply with The Control of Advertisements Regulations 2013 and General Policy 8 and is therefore recommended for approval. - 7.0 CONCLUSION
7.1 The proposal is considered acceptable in accordance with The Control of Advertisements Regulations 2013 and GP8 of the Isle of Man Strategic Plan 2016. - 8.0 INTERESTED PERSON STATUS
