I have pleasure in enclosing an application for a 'Variation of a condition' of the above planning approval. The application consists of the following:-

Application: Variation of Condition 1 of Planning Approval Ref: 13/91514/B Proposal: Construction of a Lychgate to form a new pedestrian entrance on to the Cathedral grounds.
The Site: Cathedral Isle Man, Derby Road, Peel, Isle of Man IM5 1HH Applicant: The Vicars \& Wardens of St.German's Cathedral
The current planning approval (PA: 13/91514/B) is for the construction of a Lychgate along Derby Road to form a new pedestrian entrance to the Cathedral grounds, incorporating facilities for a relocated bus shelter. Condition 1 of the planning approval states that 'The development hereby shall commence before the expiration of four years from the date of this notice'.
The date of the issue of the notice was 11th February 2014. The date of expiry is therefore 11th. February 2018.
This application is to request a variation to Condition 1 to extend the planning approval by a further four years
The applicant intends to proceed with the proposed development but the project is currently pending funding from the Cathedral Quarter Trust.
The Lychgate is part of an overall phased development for the Cathedral and associated grounds. Planning approvals granted for the other areas of the proposed works include:
There are also ongoing maintenance and repair works associated with the Cathedral, and an application for the re-ordering of the interior of the Cathedral is currently being prepared for submission for Planning Approval and Registered Building Consent.
These numerous projects place a burden on the finances of the Cathedral Trust and they are often subject to fund raising appeals before work can commence.
In the case of the Lychgate, preparatory work has been carried out recently to prepare other areas that will support the new pedestrian entrance. This work includes the construction of the new car park area off Derby Road, and works to the entrance to Corrin Hall that will ultimately link with the Lychgate.
An extension of the planning approval for a further 4 years will allow additional time for fund raising and for the Lychgate scheme to be programmed in with the other developments proposed for the Cathedral grounds.
The original planning approval notice is attached to this statement Reduced copies of the original drawings, as specifically referred to in the planning approval, have been included with this application. These demonstrate that there have been no amendments to the scheme and the drawings remain as per the original approval.
We confirm that all the other conditions of the attached planning notice (i.e. Conditions ) would still be relevant and acceptable.
