1.1 The site is the residential curtilage of an existing dwelling, Mullen Beg which lies on the northern side of the Patrick Road (A30). The house sits at the end of a long lane and is a detached, converted stone mill which has a set of substantial timber clad extensions which add a kitchen and reception to the stone structure. There is also a detached garage which lies to the east of the house.
1.2 At the side of the house where the kitchen sits, and to its rear, is a small shed which sits below the level of the ground floor of the house. This is a pitched roofed structure which in plan form is 3.1m by 3m. THE PROPOSAL - 2.1 Proposed is the cladding of the existing kitchen walls with Marley Cedral material (unspecified colour), the demolition of the shed behind and the small toilet annex and their replacement with a lean-to annex behind the kitchen and a flat roofed area behind that at the lower level. These new rooms would be a utility at lower ground level and a larger, toilet and cupboard above in the lean-to area. The flat roof area will be fitted with lantern lights and there will be rooflights in the lean-to and a long vertical window in the rear of the kitchen. PLANNING POLICY - 3.1 The property lies within an area of High Landscape Value and Scenic Significance on The Isle of Man Planning Scheme (Development Plan) Order 1982 and as such, the proposal should comply with the provisions of Housing Policy 11 as the property was formed by the conversion of a former mill. The property was converted a long time ago and this would have been under the previous Planning Circular 3/89 which contained similar wording to HP11 including, "No subsequent extension would be permitted" along with requirements to re-establish the original appearance of the building, use the same materials as those in the existing and with modest and appropriately scaled extensions where these match the existing building.
3.2 It is also the case that Housing Policy 15, which controls the form of extensions to traditionally styled dwellings, requires that extensions are appropriate to the style, finish and character of the existing building. PLANNING HISTORY - 4.1 Planning approval has been granted for the alteration and extension of the property under a number of applications in the 1980s and 1990s with a porch and garage added in 09/00626/B. REPRESENTATIONS - 5.1 Highway Services indicate that they have no highway interest in the application (12.01.18).
5.2 Patrick Parish Commissioners indicate that they have no objection to the application (13.02.18). ASSESSMENT - 6.1 The works are not publicly visible due to the distance from the public highway. However, the proposed works will not significantly affect the appearance or character of the property. The applicant would like to use either a brown coloured cladding which would match the existing, or sage green, with a mind to replacing all of the existing cladding in due course. Given that planning approval is not generally required for the painting of buildings, it is not considered necessary to control the colour of the cladding in this case. CONCLUSION - 7.1 The works are considered to be in accordance with the Strategic Plan policies and the application is supported.
