Officer’s Report THE APPLICATION SITE
1.1 The application site is within the curtilage of The Old Bakery, Marina Lane, Port Erin which is a workshop situated to the North of Marina Lane which is a cul-de-sac serving both commercial and residential properties. - 1.2 The surrounding streetscene is a variety of properties with the entrance of the street having large apartment blocks, the South side of Marina Lane having a terrace of dormer properties with garages and parking to the front elevation, a block of three two storey terraced dwellings situated to the Southern end of Marina Lane. To the North of Marina Lane are a block of two storey terraced properties, one situated directly upon the roadside and two with a small garden to the front elevation and statement bay windows. This block of terraced properties are connected to the workshop, which already has a shutter door attached. The workshop is then connected to two other workshops, one traditionally laid to stone, which has a roller shutter door and one brickwork which has a garage door. To the end of the street is a large commercial unit and large car park which has previously been used as Shoprite Living and sold a mix of items. THE PROPOSAL
2.1 The current planning application seeks approval for the removal of the existing door and window situated to the front elevation and the installation of a roller shutter door measuring approximately 2.3m wide by 2.2m in height with the openable space being 2m in height. - 2.2 The proposed door is to be navy blue as per the existing. PLANNING HISTORY
3.1 The previous applications are not relevant in the assessment of this application. PLANNING POLICY - 4.1 The site lies within an area zoned as Predominantly Residential on the Area Plan for the South, Map 7 - Port Erin/Port St Mary. The site isn't situated within a Conservation Area but is adjacent to a proposed Conservation Area and is situated within a High Surface Water Flood Risk Zone.
4.2 Given the nature of the property and the land designation paragraph 8.12.1 and General Policy 2 from the Isle of Man Strategic Plan 2016 are most relevant to its assessment which set out the general standards towards acceptable development. This is then followed by Environment Policy 10 which seeks that any proposal within a flood risk zone must be accompanied by a Flood Risk Assessment. - 4.3 Furthermore consideration shall also be given to Community Policies 7 and 11 in respect of reducing outbreak of fire and preventing criminal activity and Infrastructure Policy 5 in respect of water conservation.
