The Site
The application site represents the residential curtilage of Bay View, 23 Manor Park, Onchan.
The dwelling is a modern detached property, located within the eastern outskirts of Onchan’s built up area.
The Proposal
Proposed is the installation of an external flue to the rear of the dwelling.
The flue would be to a new wood burning stove in the sunroom at the rear of the house. The sunroom was recently constructed, having been given planning permission in 2009 (PA 08/02351/B).
The flue would be a circular metal outlet with a 200mm diameter. It would appear from the rear wall of the sunroom at a height of 1.5 metres above the external ground floor level. The flue would extend upwards to an overall height of 5.2 metres above the external ground level.

Development Plan Policies
The application site is located within an area designated as Proposed Residential Use on the Onchan Local Plan Order 2000, Map No. 1. The site is not located within a Conservation Area.
The relevant planning policy from the Isle of Man Strategic Plan 2007 is General Policy 2.
Consultations
Onchan District Commissioners recommend that the planning application is approved.
Representations
No written responses have been received from the general public.
Assessment
The proposed flue would be taller than the sunroom extension, but lower than the roof of the main house. Therefore, due to the height of the main house, the flue would not be publicly visible.
Flues are features which are often seen on properties and it is therefore considered to be an appropriate addition in this case.
It is considered that the installation of the flue would be a relatively minor addition to the dwelling, which would have no detrimental effects on neighbouring properties or the surrounding area in general.
Recommendation
For the above reasons, this proposal is considered to be acceptable and is recommended for approval.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to the installation of a flue to rear of dwelling, as shown in the 1:1250 Location Plan and the 1:500 Site Plan, in addition to drawing numbers 1, 2, 3 and 4 and the drawing of the side view of rear of sunroom, all date stamped 25 May 2011.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Senior Planning Officer.
