Officer’s Report THE APPLICATION SITE
1.1 The application site relates to a garden area belonging to Trafford, Baymount Road, Port Erin. THE PROPOSAL - 2.1 Proposed is the replacement of an existing summerhouse with a new summerhouse in the same location in the front garden. PLANNING HISTORY - 3.1 The summerhouse was originally approved under 06/01445/B. PLANNING POLICY - 4.1 The site lies within an area zoned as proposed Residential on the Area Plan for the South 2013. Given the nature of the proposal and the site location the most relevant policy in the assessment of the application would be General Policy 2 which contains the general standards towards acceptable development in respect of visual amenity and neighbouring amenity impacts as well as character of the locality, landscaping and highway safety (GP2 b, c, g, f and i).

5.1 Port Erin Commissioners - in support (15/11/2023)
5.2 Department of Infrastructure Highway Services - Do not oppose (13/10/2023) - no significant negative impact upon highway safety, network functionality and/or parking. ASSESSMENT - 6.1 There is already an existing summerhouse on the site and the proposed will not be so far removed from that in terms of its overall size, scale and massing albeit with a more diamond shape arrangement compared to the octagonal arrangement of the existing. The proposal will require a slight increase to the concrete base hardstanding but this is not considered unreasonable and is unlikely to significantly impact any of the trees beyond the existing hardstanding. There are to be no new or increased impacts on neighbouring amenity, highway safety or public amenity beyond the existing arrangement. CONCLUSION - 7.1 For the above reasons the proposal is considered to comply with General Policy 2 (b, c, g ,f and i) of the Isle of Man Strategic Plan 2016 and therefore acceptable. - 8.0 INTERESTED PERSON STATUS
